For that Quest the game will insert a Camera at the Park - have one of your Ghost Hunter Sims go there and use the camera.

I am not being sarcastic here mate - but the Park is not huge. There is only ONE Camera there. So try this - go to the park and look around the docks for the camera, then use it?
