I've been asked to become friends with another sim but I already have before I was asked to now it won't move onto the next thing I have to complete

You can either get a new Sim to your town and start from there or you can make 2 of your currently available Sims turn to enemies and then form a friendship again.
Some Goals are just not backdated and you have to complete it after it is given and not before.
