Try going into the sim tracker and clicking the whistle next to another Sims name. If they're busy then you'll have to wait until they've done and then the whistle icon will be highlighted.

Go onto one of the sims house but make sure they aren't doing any of the task then go onto sim tracker and if 1of the other sims are free then press the whistle near the face and name and they will go to the other sims house
