You can't yet. Wait and follow the Quests. You get 1 sim like every other level up. Tap stick figure in a blue bubble over the 2. Its on the top of the screen, in the middle. Then itll say... Next sim unlocked at......

It says it's unlocked at level 3 - which I am but the option is grey

Mine says next sim unlocked at level "?" And when I get to the next level and go to add a sim, it says next sim unlocked at "(level after that)". It's done that about 10 times!

If you have other families with just 2 people or one, try moving friends to each others house or to one house. It will only except 4 Sims in one household. When you add those sims to one house it will let you add another sim to the Empty house that the sim has moved out of. Example one some friend moves with another..the house is now empty add a new sim to that vacant house than have it become friends with the sims in the other house and eventually ask to move..once this happens in you began the process of adding a new sim once the sim has moved out and it's an empty house.

I actually did move sims in together so I could create a new Sim. The game will no allow me to add a sim. I only have 7 sims in my town, but says I can have 10. Never have had this happen before.
???

Mine is doing the same, but when I got to level 6 with 2 Sims it didn't let me add a sim but really it said on the sim count thing that I should be getting a sim at level 6

Yeah same, i'm at like level six and have unlocked 7 sims BUT only have 2. And it won't let me make any more? Like I have two other finished homes that have no sims and I don't have the option to make a new sim, only relocate an existing one.. Can anyone help?
