It's on the same block as The Salon and the Pet store, at the right end. If you can't see it it might mean you can't build/haven't built it yet.

Promotions r us is on the right side of the Pet store with the icon that has a Guitar, Soccer Ball, and a Easel.
Under the promotion Items go and buy the Fashion studio and it will be available in your inventory. Place in your home and started to design the fashion.. Good luck!
