This is just a guess, but theoretically this should work.
Begin by setting your iPad/iPod/iPhone/whatever's Date & Time settings to say, 1970. Then go onto the Sims app and construct a new building. Once the building is under construction, go back into the device's Date & Time settings and switch them to the correct date. Go back onto the app, and the building should be finished.
No promises, but this should work. Just never tried it myself.

Click on the building that you are doing construction on and on the left there will be the LP icon and it should say like 16 or 3 or some number and when you click it, it should build the building right away! (JUST MAKE SURE YOU HAVE LP)

Just use LP to speed up construction. You will see a little icon on the left side when you press on the building so then when you press it it will speed it up
