I've got two people at nemesis but when I do something the bar doesn't change

It doesn't change because their relationship can't advance any further. Nemesis is as bad a relationship as they can have. You can change it back to the other end of the spectrum, a good relationship though, just have them be nice to each other.

Yeah it can't advance any thuther though my to Sims r nemesis and their Bar is red and whenever I make em be rude the bar goes down

It won't go any further. You can try to be rude or complain but the Bar will stay the same.Since that kind of relationship won't move on any further, you can try to be nice or funny to the person until they become friends. Basically the game is giving you the opportunity to start fresh!
