First you have to have a married couple living in a home together - and have the option to add another sim to your town - then purchase a crib and a + sign should show up over the crib and after x amount of days you will have a baby - you can get started on the birthday cakes ahead of time to move the baby to a toddler and then to a pre teen [if you bake them now they stay in 'storage' until you are ready for them.

You have to get a boy sim and a girl sim and you have to let them marriage, they will let you buy a baby bed, you have to choose one and buy it, and then you will get a baby in 3 LP.
