No, you can not make multiple-level Houses.

You can have up to 3 story Houses on Sims by it's very expensive

Yes you can, go to the home store and press the home constriction icon. Here it will show you that you are able to buy another story for 300,000 sim coins. You can also add a third story for 100 life style points
