How do you become partners or have a romantic intrest In Sims freeplayand how do you get Sims to move in a house together

Have your Sim be Social with another Sim, and just keep being romantic and funny and the two Sims will become romantically involved.

To move in together, you will have to make your Sims good friends. You can do this by being nice a few times. When you become good friends, the option to move in will be there. When you click that option, the house that your sims are in, will become their new house. To be in a relationship, you must have the Be Romantic option available to you. If you do, you can be romantic however many times you want. To be in a romantic relationship, you must click on the Be Romantic option.
