You can buy the 2 star kennel in the Home Store under "Pets" at a cost of 50,000 Simoleans.
The icon for the Home Store is the chair in the lower right hand corner of the screen.

Mine did not have any stars either. I just guessed and went with the middle one for 50,000 and it worked.

I bought a German shepherd and it's not there at my house I check at all my Sims Houses too and it's not there and it already took my LP
