It doesn't I don't think, not yet anyway there might be an update for it Coming soon

Your toddler will not grow any further, because in all of the sim games, the baby stops growing when it turns into a toddler. They might bring out a update, but it is unlikely.

I didn't know how to do that so I just kept trying how to do and then a nessecary update came it it was about preteens or something so I got it and I made my toddler older 
so you have to get the nessisary update and there's lots of other cool stuff like a few new clothes a friend place a salon and more things to build
