How do you get your sims to get out of the Partner relationship and into married ?

You can only get your Sims married/ engaged when the goal comes up. Its after build a third buisness.

No you can get them engaged whenever you want when the partner Bar is full just hit propose make sure they are at the house you want them to move into and make sure that you get a more expecive ring so they say yes when the engaged bar is full hit get married and bam! There they are married
