Tap on the cat. The options will either be "hug" or "Pet". Tap on one of them and you can cuddle your cat.

Make sure it's a full grown cat and not a kitten. I just realized this.Kawa1999 answered:

You just only hug a cat once, not a kitten, then it's worked.Guest answered:
I'm having the same problem. It only suggests (with the pre-teen) to 'Pet the cat' with the toddler it only says play with the cat. The mother is currently restling a human eating plant (this happened after I was growing tomatoes) and the Father is working. OH THE HORROR.

just go to the sim center and youwill see an axclamation point. click on it. if it's not there, visit a house then go back to the swim center. the cat should be by the trophy cabinet

Make sure the cat is at least a siamese, if you have opted for a cheaper one there is no hug option

It doesn't have to be a Siamese because I have the cheapest, a British shorthair, and it worksGuest answered:

Go to the Swim Center, open up the sim tracker,Click Toddlers whistle which will cause toddler to appear at the Swim Center. Then have him or her walk around the Swim Center, Finally go by the trophy case by the front door. When i did it, the cat just walked by. From where? No clue.
