How do I get engeged on sims freeplay ?do it take a long time to get engaged?

It takes quite a while. You need to complete the Goals until the goal is to engange. I reached the enganged goal when I was in level 17.

You need to complete the goal which says, get two Sims engaged. You have to get two sims and get them to be romantic or woohoo. Do this until they are fully partners. Then, you will have the option to 'propose to the other sim, you are in a relationship with. After that, you can carry on being romantic or woohooing and the two sims can get married.
