How do you get to the engaged and married milestones on sims freeplay?

Make two Sims be romantic to each other. First they will pass the "budding romance" milestone, then the "date," then "partners." Continue them being romantic to each other until the relationship Bar is completely pink. Then a "get engaged" option will appear as a conversation option. One sim will have to propose to the other and you will have to buy a ring. If the other sim accepts, which they are most likely to do if you buy the most expensive ring, they will now be engaged. Again max out the relationship bar and a "get married" option will appear.
