Get two Sims together and tap on the one without the plumbob. This will bring up the usual menu be nice etc. One of the options is be rude tap on this and the goal I think is then complete. If not keep tapping. This will then change the relationship between these two sims to a negative one sooner or later depending on how far along they were with a positive one. Hope this helps.
