Not literally move in but they can visit each other and sleep over.

Thy can actually move in with each other! Just become good or best friends with the sim you want to move in with and in you're actions there should be a proposal to move in with them. I just figured that out

Yes.just tap other Sims and be nice to them button repeatedly until they will be best freind or good friend and the button to move in and they will be housemate and you can flirt with them until you can be budding mates until dating until you can propose and marry a girl
