How do I get both sims to chat? Or how do I get both sims in the same house ?

Click the blue cirlce with 3 people in it. It will show you all your Sims. Tap the circle with the whistle to call a Sim to your current house. Then tap on the person when they get there and you'll be given options of different interaction with them.
Be forwarned tho, once a sim is romantic with another sim you can't get them back to just friends. I learned this the hard way. :-)
