VIP points are earned when you complete story missions, mini missions, events, etc. the amount you recieve will depend on what you did. At the 'Main' menu if you hit the VIP bar you will be able to see if you have earned enough VIP points to qualify as a VIP. You will also be able to tell how many points you need to get in order to reach your next VIP level which is Bronze, then Silver, and finally Gold. This process can be speeded up by paying for items in game. So basically you can either do missions for weeks or months to reach a VIP level or you can just make a one time payment for some items to get it instantly.
