Ok well I got all the cheat codes, but I just don't know when to enable the cheat gnome. Can someone tell me please? Thank you so much to the person who answers this question=)

You have to enter the code in fast and then press the A button at the gnome and check if you unlocked the cheat.

You have to enable cheat gnome before being able to unlocking the other cheats. You have to do it REALLY fast though. Then you will see the pole looking thing at the house you are currently residing. Then press the A button at the gnome then a menu will pop up and that will tell you all you need to know.
