Either use an Action Replay or Gameshark,or go to the Safari Zone and Surf and you use the Super Rod,and catch the Pokemon it hooks,and then beat the Elite Four 40 times,and the 41st time lose on purpose.Then go to Prof.Oak and talk to him and he'll battle you.If you win,he'll give you a Celebi at Lv. 30.
