Question for Pokemon FireRed

After defeating Blaine, Bill didn't come. I was not using any cheats also. Pls tell what to do. Pleasee.

After defeating Blaine, exit the gym and Bill will automatically come up to you.
Some say it is a known glitch that sometimes Bill will not come to you after defeating Blaine.
Try going to the Pokemon Center of Cinnabar Island.
He will be sitting on the chair with a purple shirt and yellow trousers.
