Where do you get the legendary dogs I've got the birds but I don't know where they are??

First what Starter do you have??
If you have the following,
Charmander-Suicune can be any where(if you have not seen the code to catch them easier find it).
Bulbasaur-Entei can be any where (samething with Charmander)
Squrtile-Raikou can be any where (samething with Charmander)

You find them in random locations after you beat the elite 4.
It's the same with Latias on Sapphire.
I think that you can only catch one dog though.
