In Fire Emblem Warriors: Three Hopes the Merc Whistle is a unique item that you are able to give to a member of your party. There is only one Merc Whistle, and it can only be given to a single character once during a playthough. Shez will receive the Merc Whistle at the start of Chapter 10 who he can then give to a member of the party. You will only receive one Merc Whistle per playthrough and only members of your party that have A Support Level with Shez can receive it. The character who receives the Merc Whistle will hang onto it for the rest of the game, and it will unlock that character's special ability. Keep in mind that the Merc Whistle cannot be given to characters recruited using Renown.
The Merc Whistle is best given to Byleth whose Divine Pulse is the best Unique Ability in Fire Emblem Warriors: Three Hopes. Divine Pulse enables Byleth to freeze all surrounding enemies, including commanders for as long as 20 seconds. During this time while the enemy is vulnerable you and your party will be able to easily annihilate them with no resistance. Make sure you raise your Support Level with Byleth to A and watch all the Support Conversations with him before Chapter 15. Once you have reached this point you will be unable to watch Support Conversations anymore, making it impossible to obtain Byleth's Special Accessory without trying again on another playthrough.
