Yes, you can get Legendary Pokemon in pokemon y. There are six Legendary Pokemon you can find/catch in Pokemon Y.
Here's some help:
yveltal - Can be found/battled in Team Flare's HeadQuarters.
Zygarde - Can be found deep in Terminus Cave after defeating the Elite Four.
Articuno, Zapdos, and Moltres - Can be found Roaming the Kalos Region after you defeat the Elite Four.
Mewtwo - Can be found in the cave within Pokemon Village after you have defeated the Elite Four.

Umm.I say you chose a frokie ending up with moltres,grass one is articuno, and fire is zapdos; if I am correct.
you got to pokedex.then find articuno .click on it. It sould sa y a route or city then track it down.you're suppost to see it about 10 times then go to "Sea Spirit's Den and you can battle it or capture it if I were you!

if you pick fennakin as a starter you will see zapdos
if you pick frokie (like me) you will see moltres.

Its cool you have all three starters. That doesnt mean you can catch all three in the game. Just Zapdos, lol.KasumiBlack answered:
If you get Pokemon bank, you can trade all the way up from 1st gen. Put the gameboy Pokemon version into like a ds lite, and put diamond pearl or platinum in the top,. You then go to the ds game and do pal park.
