This is the small scene right before the 6th boss battle. You'll need to smash every piece of the carrot that falls into Bowser's belly with Mario/Luigi before your 1 minute time limit runs out. To do this easily, you'll need to pay attention to Bowser's mouth. As soon as stars shoot off of it, the piece containing an enzyme will fall. Destroy that piece first and hit the circle inside to destroy all or parts of the carrot pieces. You'll only have about a second before the enzyme starts weakening, and won't destroy as much of the carrot pieces, so be sure to hurry.
