As of now there is almost no information about this game. Not even where it's based. We do know there will be cheats but as of now no codes.

I have reason to believe that Grand Theft Auto IV is going to be one of the most all time greatest games for any platform through-out the years. Even if you are not a "GTA" Fanatic, you would still enjoy this game to the full. I have looked on many GTA fan/unoffical websites and have found out that this game does not really have a genre as many are included in this game...Such as:- Huge gun-battles and a variety of cool weapons make it an action game, or, Realistic engine sounds and car upgrades makes it a driving/racing game. GTA will infact be atleast twice as violent as "GTA San Andreas" as I have heard that you can throw people off skyscrapers! If you are not into violent games... Why not buy a 3 million dollar apartment and spend weeks decorating it?
In this huge game, anything is up to you and unlike other games you control what you do.

Theres cheats you need to enter them on your mobile phone. And theres major easter eggs.
