There aren't any parachutes on GTA 4, so if you jump off a tall building or fall out of a plane/helicopter unless you are over the ocean you are going to die.

Hey I have seen using parachute on youtube, it unlocks on doing some specific task I don't know.

It's in your weapons slot, use the right trigger to put it on.

YES YOU CAN GET A PARACHUTE,JUST TAKE A CAR DRIVE IT VERY SPEED ON THE AIRPORT AND ON THE RUNWAY GET OUT OF THE CAR YOU WILL GET A PARACHUTE IN FRONT OF YOU
