When Stevie texts you, there will be a Coquette outside the Curch in the south, on the second island.
There are no set parking places for the Coquette in the game, as far as I'm aware. You have to be lucky, and see one drive past.

Stevies car works but theres another way. Get the suped up car north of alderny,behind a place where bums hang out at the end of a marked roadway. Drive round in it and then you find more sports cars.

I don't think theres a specific place where you can get one, so just drive around till you find one.
Although, one of stevies car missions requires you to obtain a coquette, so put a few in your garage while your at it.
