Kill a daiblos, and IF you get a MAJESTIC HORN exchange it at area 7 (forest and hills) then you will get a rath wing

The easiest way to get a Rathalos Wing offline is by doing the "Catch a Rathalos" quest. Occasionally you will get one in the rewards, it's not very common so don't give up if you don't get one on your first try.
