I wouldn't advise using dual swords for the rathalos. But if I where to choose one I would pick the cutluss . To get this you will need plesiloth fin (trade Kut Ku ear with elder in Forest and Hills for), Cephalos fin, Mega demondrug (have to have the Khezu quest).

You can buy or kreate a Hunter's Knife ,keep Improving it until appears to improve to a DUALSWORD.
I use a GREATSWORDto kill a Rathslos, not a DualSword(Whenever you kill a Rathalos stick your head!)
