The absolute strongest greatsword you can obtain through offline play is Siegmund. You cannot get a Masters Skull anymore now that online was removed, though when it was up you had to go on a F&H quest and search in area 5 on the ground.
To get Siegmund, you must have access to the Monoblos fight, as it requires several Crimson horns. It is an offshoot of the Golemblade, which you can get by upgrading a boneblade to an agtio etc.
