Why does Colenel Volgin keep saying "kawabara kuwabara"?

It has something to do with an old japenese saying. In asian history back in the 900 apparently a vengful spirit of a man who was exiled from his own kingdom became a being of pure lighting, throwing his bolts at anyone that wasn't a citizen of the land and thus must be there to take it from the citizens and drive them out, just like what happend to him. He owned the land and so cursed it so all that try to take it. The citizens would say the name of the kingdom, "kuwabara kuwabara" to prevent themselves from being stuck by lighting as they were citizens of the land which was once known as kuwabara. It was also said that kuwabara means mulberry tree in japanese and according to myth mulberry trees aren't hit by lighting, so they say it almost like saying know on wood for good luck. Its one of those saying which has been used for tens of years but no one knows the exact origin, just that it means a saying of prevention from getting hit by lighting
