If you want CJ with no head, (just for some fun), you will need another player next to you so it can help you. You'll need a Satana or a knife. Player 2 has to get a satana or a knife and go toward CJ to cut his head off. If the head is not took off, you migt try again until the blood goes up like a volcano. Caution! If you want a police heli, you need to have 50% of game completition.You can find a heli going in Los Santos to the police station in Pershing Square.The heli will appear at 12:00 pm. When you look toward the PC, on top right you will see a black Police heli. Just type ROCKETMAN to fly up there and take your heli and fly wherever you want!
You can get the S.W.A.T Tank when you are in last mission. When you get closer to police cars, you will be suppose to steal the S.W.A.T Tank from those cops and crash the wall of the building down. Alright so most people seem to think you have to have a pilots license to get a plane. There wrong. While in the first city go to the only part of the airport without barbed wire at the top. Pull a motorcycle or any other various vehicles to it and jump on top. Then jump into the landingstrip and pick a plane of your choice. In the first city. At any time in the game. Even the begining. I figured this out myself and have not copied it off of another site.

If you go to the Suburban in Jefferson, go to it's right. Then jump over the fence. If it isn't there, go to Grove Street, then go back. It should then be there. Have fun with your new Tampa!

Enter the CARS FLOAT AWAY get in a car hit a nother car but don't hit it to hard or it'll fly away once you hit the car get out of the car fast then get in the car you hit make sur you have vehicle of death in and nitrous then get in the car you hit and disable vehicle of death. Once you start floating away enter the CARS FLY cheat and just go staight up you can use nitrous to go faster and when you get tiered of going up jump out of the car and you will fall for like 15 to 20 minuts
First, open the map. Then, find an underground car park, located in Roca Escalente, or whatevs. If you havent completed the game and unlocked the other city yet,(The Car Park Is In The Other City)use the never wanted cheat(O, RIGHT, O, RIGHT, LEFT, SQUARE, TRIANGLE, UP). Go to the bottom of the underground car park, then once you reach the bottom of the underground car park, go to the left, then you should see a elevator, with a MINIGUN! There ya go 
First you need to do the mission"end of the line" witch is the last mission then when I says get th swat tank instead of continuing the mission put it in the garage in grove st then die and the swat tank will be there
Heres a tip to go to other cities when you havent unlocked them yet (when you get 4 stars for going to the other cities). You must put in the never get stars cheat (circle,right,circle,right,left,square,triangle,up) then use jetpack cheat (L1,L2,R1,R2,up,down,left,right,L1,L2,R1,R2,up,down,left,right) then fly to other city and you wont get stars hope this works for you like it worked for me.
PS. These cheats are not fake.
Go to your safe house and climb up the stairs in the house and in to your room and collect paint sprayer them in out and move to one of your gang members aim at him and spray him while he will be choking press the up button to recruit him, then the he would start bowing to you and be moving backward , you now play with him as you like,eg.moving to him till he back into the road. But don't go too far or near nor hit him or he will stop.
All you need are just 3 cheat codes ,first you need to active the bike jump(press these button:(triangle,square,O,O,square,O,O,L1,L2,L2,R1,R2) , then the shoot when driving cheat code (up,up,square,L2,right,X,R1,down,R2,O) and of course the parachutes (left,right,L1,L2,R1,R2,R2,up,down,right,L1) ,Now just enter a bmx bicycle,and press the L1 button to jump , you are about to reach the highest point of your press the triangle button , then the bike will jump again in the making a very very high jump, now be carefull, don't keep doing that or you not be lucky next you the triangle button you might exit the bike next , and you know no what it means falling from a skyscrape.good luck...
When you see the block stairs at the first state like you just started the game get on the bike and ride to the stairs where you see a star than go further and you will see the stairs,go up there and there's a wide area,go find that gun and this isnt a lie
You need to activate the jetpack cheat (up, down, left, right, L1, L2, R1, R2, up, down, left, right) and you probably want to activate the never wanted cheat (circle, right, circle, right, left, square, x, down) or else you will have a four star wanted level after you "trespass" meaning you go past the bridge walls on the road. The get rid of wanted level cheat will not work because you will still be commiting a "crime" after you enter it. So have fun going where ever you want to go. Oh, you should go to the "island" to the left of were you start the game, not the actual island to the north. And go to the airport and find a helicopter, and fly away! It's fun.
First,put the Funhouse Theme cheat and if you have a rail buggy look it in the game.If you find it thats the Bandtio and enjoy your new off-road car. Good luck!
First,get a M4 and a Lock-on RPG then,go to the police office in Dillimore.Start killing cops till you get 4 stars.Then,go outside and you will have to kill the cops outside and use the RPG to blow up the helicopters.After that,more helicopters come in and S.W.A.T men zipline out of the helicopter then kill all the S.W.A.T men.Then,big armored trucks come in and those are the Enforcers.Finilly, put in the no cops cheat then the never wanted and get in a Enforcer and you got it.(sometimes the SWAT men get in it just hi-jack it and you can only put it in the garage at the safe house in Santa Maria Beach) good luck!
First get a cheat book and find never wanted(O,RIGHT,O,RIGHT,LEFT,SQUARE,TRIANGLE,UP)and put it in.Then get a the jetpack cheat(UP,DOWN,LEFT,RIGHT,R1,R2,L1,L2,UP,DOWN,LEFT,RIGHT)and fly it over the country and you'll see water and cross the water and your in Las Ventres.
First you type in the weapon1 cheat, then you look for a car that is being driven by a person, without killing the person, jump on the persons car, and with your R2 button, select the Hunter gun or shot gun, shot it ones, when you shoot him ones you give the person a command to move, shoot again and he will go more faster, and the person will not stop till he reaches a curve on the road, and the person will continue to dodge cars on the way and make transport more easy. You need infinite health, infinite ammo and lock wanted level to activate this hint.
When you on a plane go on a building on top and then fly so you have space
If you don't already know this then I forgot the mission name but it's the first low rider race where you meet cesar C.J's sister's boyfriend the anyway when you start the race make sure to get in front of them all (cause you have to win the race) but near the end of the race you will come down the pier where the big ferris wheel is just stop before the line and look in your rear view mirror till the other cars come down (let them get close) just get over the line before they do and this is the tricky part you have to block in cesar in order to get his car hopefully the others help but they all try to gap it so do your best the next part is to get him out the car a baseball bat to his bonnet helps but dragging him out don't cause the door is looked once he is out (hope the doors open)smash him he be ok and get into the car and save it in your garage if the door is closed it is locked now you got to get it to your pad push it with another car takes ages or figure it out but it's mean when you get it cause it's a cool pimped out drive by car when you do it up lol (tires go flat when they get shot and it still blows up when you roll it)

Ok, You may need Infinite Health because of police (Down, X, Right, Left, Right, R1, Right, Down, Up, Triangle) Spawn a Jetpack(Left, Right, L1, L2, R1, R2, Up, Down, Left, Right) and because thier very slow as well as they can be shot by police helicopter's use the faster gameplay cheat 5-6 time or more (Triangle, Up, Right, Down, L2, L1, Square) now you'll need C4's (R1, R2, L1, R2, Left, Down, Right, Up, Left, Down, Down, Down) fly over to one of three multiplayer sites in the other 2 islands and add your other player and once done throw C4's at second player until Dead.
You should return back but without stars.
