Press ctrl, shift and c.
A grey box will come up. Type in that box:
move_objects on. Then get a job ( If your sim already has a job DONT CHANGE IT!) then wait for the car pool to arrive. Then, quickly go into buy mode. Grab the car and build a garage so then your car that you picked up can park in there. And there you have it. Your very own CAR!!!!!!! Or you can download a car off the internet at thesimsresorce (Sorry about my spelling). You will then have it in your game!

You can download them off the internet but they're pretty useless. All you can do is wash them.

Technically, yes, but you can't drive in them. Turn the move objects cheat on, then when your Sim gets home from work, go to buy mode before the car leaves. You can pick up the car and move it around, but you can't go anywhere in them.

Yes, of course they can have cars. Just with cheats. Press ctrl+alt+shift+c and then type in move_objects on.
Then when the car comes for carpool, just put it on your property.
I love bragging about my army jeep to the neighbours.
