ANSWERS

1. Unfortunately, Advertising on SC isnt allowed so you are going to have to do a search for it on google and its freeware so yes, it is free.

2. When I played, I never really used cheats but I have tried these and they do work:
SET_HOUR (1 to 24) - Set time of day
AUTONOMY (1 to 100) - Change how much the Sims think on their own
INTERESTS - Change interests and personality
GROW_GRASS (1-150) - Set grass growth level.

P.S. Just make sure that you are entering them correctly and check the spelling. :D

Another cheat for sims deluxe is press Ctrl Shift c this is how to get the cheat box up, then enter rosebud;; press enter it will tell you there is no such cheat just press okay and watch your money bank go up. Every time you press enter it gives you $1,000 of free money.
