It is Maria (the one who fled with you from Staunton) you have to save. You have to go to the lower part of the dam. To go there, follow these directions.
1. From the front of the mansion, follow the road east.
2. Before you hit the dead end, there will be a small road to the left. Follow it until you reach the end of it.
3. Turn left. Here the road will turn right 90 degrees. After you take this turn stop and look to the right because there should be a small dirt road with two Cartel Cruisers and some Colombians with guns. That is your entrance.

You have to ram through these cars and other blockades while fighting off more Colombians on foot. When you reach the end of the road, get out of your vehicle and climb the stairs. Kill off every Colombian up there and then ready a rocket launcher. Catalina will come at you in her helicopter. Blow her out of the sky.

TIP: When you are up to the part where you have to start ramming and running over and stuff, a tank is the easiest because every car just blows up on contact and you can either run over or shoot the pesky Colombians on foot.
