There are no helicopters that can be driven.
No, it's not possible to fly a helicopter on gta 3 for iPhone/iPad, I'm not to sure about ps2. However it has been known that if you jump at a police helicopter you can get stuck half in half out due to a glitch, the helicopter will just hover about looking for you until you lose your stars, then it flies for a bit and disapears in mid air and providing you have lots of health left you can survive the fall.
