In the swat vans their is armor,just enter the van to get it

The second island Ammunation has armor all the time, just go inside and there is an icon and it's $3,000. The SWAT trucks are always good, There is a police compound that requires a cop car to get in. There is always a SWAT truck in there.

If your still on the 1st island drive all the way to the shipping docks and wall the way to your left at the end should be a armor pick it up and your good to go
