When you get arrested by the police, you will wind up outside a Police Station, where most of the time the police cars will be locked, but not always. Also, if you can get a policeman out of his car, you can hop in. It won't work if he is still in it, as the door is locked, so he'll just get out and arrest you or shoot you.
