Yes you can! And you can get a buggy. At a certain time they show up in the Diablo territory near Pay N Spray. There is a little area with pay phones a couple of bench seats. On either side there will be a buggy and the other a motorbike. Not sure what the time was, too excited to look. Lol

Grand Theft Auto 3 was the 'Lazy Game' people call it. This is because Rockstar did not pay much attention to this game. They did not want to make accessable places except Ammu Nation. And they did not want to add advanced features, such as moterbike's and helicopters.

In 2001 when the game was made they didn't yet have the technology to add bikes to the game correctly.
