How do I ask them to buy an auction podium?

For the Quests that require you to visit a neighbor town and do X you need to visit a neighbor town and find a house that has the object that you are required to use. These include:
Auction Podium - Practice Auctions
Bed - Sleep in Neighbor's Bed
Camera - Make Movie
Coffee Machine - Use
Diving Board - Dive
Easel - Paint
Fashion Design Table - Use
Fire Plug - Practice Firefighting
Fire Pole - Use
Guitar - Play
Magazine Stack - Read
Mirror - Practice Speech
Soccer Pitch - Practice/Play Soccer
Pool - Clean / Swim
Pool Recliner - Use
Pool Toy - Use
Telescope - Sky/Star/Cloud Gazing/Watching
Toilet - Use Toilet
There are other Objects but you get the idea. Basically you need to find the object in a neighbor town and use it the same way your Sim would do so in your own town.
Bear in mind that for Hobby Objects you want to have a Sim that already has that hobby go to use the object.
