That is not a cheat / option for The Sims FreePlay, it is for the PC games (all of them). Basically when you apply that cheat it removes the censor-blur that appears whenever the Sim does something that requires removing their clothes - like take a shower / bath, use the toilet, WooHoo, etc.
In FreePlay they get around that by simply NOT removing their clothes at all. So the Sims shower or bathe in their skivvies, woohoo in their skivvies, and etc.
