Can't figure out how how to do the fashion hobby some one help me plz.

You need to just keep playing and keep doing the main story missions until you unlock the building site for this (it is located along the river across from the Park next to the Pet Store).
Once you complete building that, you can then use it. So yeah, good on ya!
