Making a sim inspired means to have all needs almost maxed, and in the game they are described as "happy".
Happy Sims earn a higher amount of experience points, otherwise known as "XP". Experience points give you a chance to level up, meaning you can access different Items in the game. A sim that is "unhappy" (all needs in red) earns up to 65% less experience points that a happy sim. Also, a way to see if your sim is inspired is if they have green sparkles coming off the selected sim. When the sim does become inspired, it will make a sparkling sound.
Hope this helps!!
