How to get sims to get past a blue relationship?

How to get sims to get past a blue relationship. I have tried making them complain and it's not working on one current couple. It's not the environment because theres a couple in a houseless plot that went all the way to marriage with no trouble. Other ideas?

To lower the relationship you use the negative actions - to raise it you use the positive actions.

Once the Sims become Best Friends you have to switch to all romantic actions in order to raise it higher.
