What should I do if I couldn't find the telescope in the park to complete alien concept queue?

What should I do if I couldn't find the telescope anywhere in the park to complete the alien concept: weather machines queue? I've already bought two telescopes, but still I couldn't find any telescope in the park. What should I do? Please help mee...

Once you flag that stage in the Quest the Telescope is placed on the docks for you - you simply GO to the Park and the dock and USE it.
