-60 seconds to build pet store
I started using this cheat on Sims free play to get money. Then I started to build the pet store and it says it's done and it's blue, but when I go to click it, it says it still has -60 seconds or I can use 2,147,483,647 life points. It has been 2 weeks and nothing has changed. I tried moving the date and time to the future and the past and that didn't work. I really need help because I can't build anything else unless this one is complete.

You used the time cheat, which is why it is doing this. The time cheat ruins your town and does exactly what you are experiencing. I honestly don't know if there is a fix, but I can offer some things for you try. Also, before I give you my Tips, make sure you don't ever use the time cheat again as this will just keep happening.
Okay, first set your time back to normal and then restart your device. If that doesn't do anything, try reinstalling the app after saving your progress to the cloud. If that doesn't work than you can either wait for an update or get into contact with EA and see what they can do.
