How do I finish a goal if my neighbor doesn't have what I need .
Neighbor needs a dog to finish the goal, none of my neighbors don t have a dog to finish the goal

You need to add more Neighbors or ask your existing ones to add the item you need to their town and then do a cloud save. You may find better luck going to the chat board and finding a post from someone advertising that they have a Courtesy House in their town...
